Welcome to the Smyrna Public Library Established in 1936
The Smyrna Public Library provides free internet access to meet the informational and educational needs of Smyrna residents. Nonresidents are welcome to use the library computers but are limited to once a day for a maximum of 30 minutes. Library cardholders may sign up for two one-hour sessions each day.
Rules of Use
Users Must:
Present a Smyrna library card or photo ID to the staff at the Reference Desk or Children's Desk before using the Computers. Honor the privacy of others and obey copyright law of the United States Use credit cards, personal account passwords, or send information solely at own risk. End the Internet session at the request of Library Staff. Have no more than two users per workstation. Limit use to 60 minutes when others are waiting for a Library Information Station.
Users May Not:
Advertise, solicit or engage in commercial activity. Send, receive, or display child pornography or obscene materials as defined in any local, state, or federal statute. Use personal software on Library computers. Use for any illegal purpose. Alter or cause damage to software, service, or equipment, or harm other users. Seek unauthorized access to any computer system, files, data, network, database, or security system. Use another person's Library card, or misrepresent themselves, to gain Internet access on Library Information Stations. Other Policy Guidelines: Users violating these guidelines will be advised of Library policies and be asked to comply. The Library reserves the right to revoke Internet and/or Library privileges.
FILTERING
Internet accessible computers in the reference area are not filtered to allow access to constitutionally protected speech and information by adults. However, recognizing that the library provides Internet access to the public in support the informational and research goals of the library, patrons of any age are restricted from using these computers to view "adult" sites or for playing games.
In order to comply with the Children's Internet Protection Act ("CIPA"), the Library has implemented software filtering on all of the Internet-accessible computer terminals in the Children's Department. The software installed on Internet-accessible computers at the Library protects against access to visual depictions of obscenity, child pornography, and, in the case of persons under 16 years of age, materials that are "harmful to minors." Users should be aware, however, that all currently available filtering software results in a degree of both "underblocking" (i.e., permitting access to certain material that falls within the foregoing categories) and "overblocking" (i.e., denying access to certain constitutionally protected material that does not fall within the foregoing categories). The Library has attempted to select filtering software that best complies with CIPA while providing Library users with the broadest possible access to constitutionally protected speech and information. The Library cannot and does not guarantee that the filtering software will block all obscenity, pornography, or materials that are harmful to minors. Nor can the Library guarantee that the filtering software will not restrict access to sites that may have legitimate research or other value.
